Financing Locally-Led Climate Action
About the Programme
The Financing Locally-Led Climate Action (FLLoCA) Programme is a five-year Government of Kenya initiative running from 2022 to 2027, supported by the World Bank, DANIDA (Denmark), SIDA (Sweden) and KfW (Germany). It is implemented by the National Treasury through the Programme Implementation Unit (NTPIU), in partnership with all 47 County Governments through their County Climate Change Units (CCCUs).
FLLoCA's development objective is to deliver locally-led climate resilience actions and strengthen the capacity of county and national governments to manage climate risks. The programme empowers communities to plan, budget, implement and monitor their own climate solutions at ward level — recognising that locally-led adaptation is more effective than top-down interventions, as communities have the deepest understanding of their own context and needs.
The programme capitalises the National and County Climate Change Funds, builds county-level capacity for climate planning and budgeting, and strengthens national coordination for monitoring and reporting of climate finance flows. Investments may include water conservation, natural resource management, land rehabilitation, livelihood diversification and community early warning systems.
